When Seamonkey is a more updated than Palemoon
Seamonkey (2.3) has a 33 but Palemoon 25.0.2 - When... That's easy.

Palemoon 25 is available for linux, but many Firefox add-ons no longer function with this new Palemoon version. For a list of incompatible add-ons (with some workarounds) and the explanation why, see here.
You probably want to check that your add-ons are compatible with the new version before updating beyond 24.7.2.

Will the Pale Moon 25.1.0 (from the site linked above) cleanly update/install over tahrpup's default Pale Moon 24? Or does one need to do some sort of uninstall of 24 first?
[also, any idea what the 'pminstaller' option is about?]

yep, what he ^^^ said.
I just-a-bit-ago noticed that 'pminstaller' was already in the start menu under 'internet' ... and that it had an update feature ... which works fine. I'm now typing via Pale Moon 25.1.0.
