I am trying to figure out how to use this Linksys VoIP Broadband Router with 2 phone ports. Is it a device for a pay subscription system. Anyone have experience or know how to set it up?
Looks like it's a Vonage device.

What exactly do you want to use it for, as a router or VoIP adapter or both?
To use it you have to connect it on your network and then use a browser to access the configuration settings. Use the URL 192.168.15.1 for that. You can plug a standard phone into the phone socket(s) but it will be difficult to use it for much without paying something to a VoIP provider. I have not yet figured out any way of entering a SIP address into a standard phone so using a softphone like Linphone or PSIP is a better solution for me although I do have a Linksys PAP2T which is the VoIP adapter only without the router (so it just plugs into my existing router).
