How to get Bluez Bluetooth to go on Saluki?

Saluki Full on EeePC 701 4G.

Bluez is installed, and there is a configuration file for it that appears incomplete. Some entries have an = sign and no entry.
Plugging a Bluetooth dongle in provokes no reaction and there are predictably no entries in menus for Bluez.
Could someone please direct me toward making Bluez active either on plug in or call from a menu.
