Update PPM database
Use the "Find" facility in PPM to search for libgtk-3 (not gtk+3, that is for Slacko)
Package name is libgtk-3-0_3.4.2
Install this.
Tor-browser package then starts and runs OK

with your informations, I could download the libs and Tor is working fine.

I have uploaded version 9.0.1 which I tested briefly in XenialPup64, BionicPup32 and (my personal remaster of) Dpup Stretch. Unfortunately as of version 9 it no longer runs in Wheezy whereas 8.5.5 does, but that is just the way things go. Presumably lots of people are using the more recent Puppy versions these days.

9.0.1 sfs works fine with Fatdog64-802. Thanks for providing the files.

The site said my browser was out of date( opera12.16 ) but i could download
it as a zip file. Zip file was 1.2 GB.

It is not unusual for websites to complain if you are using an old browser such as Opera 12.16

Did you try extracting the .zip archive?
Maybe what you did was download all of the versions together in that .zip
You should be able to select the one you want (on the page) and download it individually, in which case it should arrive as .pet or .sfs and would not be so big.
