trim the fat to installed packages

is it possible to manually "trim the fat" to packages already installed?

No, it's already trimmed.

i've downloaded and installed a few packages from
http://packages.ubuntu.com/
(no "trim the fat" option was shown after installation)

It's normal, "trim the fat" is available ONLY in PPM.
It's recommended to use PPM to install programs, except if you can't find them there.

is there a command like "localepurge" to manually trigger cleanup of installed packages?
(they are listed in PPM's lower part of the window btw)

No, but you can manually do it by removing documents in /usr/share/doc/ and also in /usr/lib/locale/ (remove not needed locales)
