Change Legacy 4 Tray Clock Format

I installed Legacy OS 4, and would like to change the tray clock format from 12 hour to 24 hour and add seconds. In other Puppy Linux installs, I've been able make clock format changes in /root/.jwmrc-tray. The clock format specifier in .jwmrc-tray appears to already be set to display 24 hour format. I made the change to the format specifier in .jwmrc-tray to add seconds, but the clock continues to be displayed in the 12 hour format. Obviously, .jwmrc-tray has nothing to do with the clock format. How do I change the clock format in Legacy OS 4?
