How to copy/move files with titles in non-latin script

I don't know if this issue applies to cyrillic, Greek, Chinese, or Japanese scripts, but I do know there is a problem with Arabic scripts. Languages using latin alphabet but with many diacritical marks, such as Finnish and Danish, will transfer but with errors. I have a friend who wishes to share some music files, and these files have Arabic titles. The files will play as music on my Wary 5.1.1 computer, using VLC. The file titles appear as multiple question marks when I view them in ROX. When I try to copy the files from the thumb drive (probably formatted NTFS, or possibly FAT32), the transfer is refused. Is there any way to work around this impasse? I suggested to my friend that he create a folder and copy these files to it, then rename the files as successive numbers, but this is asking a lot of him, especially when he reminds me that this would not be a problem if I were using Windows. Why is Puppy/ROX refusing to make the transfer? Any suggestions?
