Cell phone IDs database to help fight mobile phone theft

I have no idea how to chose a title for this news.
US wireless carriers have announced plans to create a database of unique cell phone IDs to help fight mobile phone theft.

They have also pledged to block the reactivation of lost or stolen devices.

They also wants law that to "tamper" with that code will be heavily punished.

My naive comments.

1. The extent to how much the authorities knows exactly where we are
through the GPS or trilog of how far we are from the server towers
is incredible. in cities they can now within 100 meters or to the meter
if GPS can be read.

2. To give each phone a unique ID code that one are not allowed
to change means that each person owning a Cell phone can be
traced all over the world. You can run but not hide :)

I am very skeptical to if this is as altruistic as they say.
I use Google Search on Puppy Forum
not an ideal solution though
