Hi jason.b.c.
Answer to your first question:
Yes, the simpliest way is to boot a Puppy from CD with the boot option 'pfix=ram' - then mount your partition were your savefile is by clicking on the correspondent drive icon - and finally with the just opened ROX-Filer window, find the savefile you want to delete and delete the savefile. Of course you can use your frugal installed Puppy, too - but you have to boot the installed Puppy with the boot option described above, too.
Answer to your second question:
If you want to install a .pet file, there is no 'open with' needed - just click on this .pet file - and it'll be installed.
And last but not least a third answer to a question you have not asked:
If you have no frugal installation, which means that you have a full installation, then there will never be a savefile - only if you have a frugal installation then there could be a savefile.
Hope this helps a little bit.
Cheers

I normally use "X File Explorer" [Xfe] rather than ROX.
Sometimes there is no program associated with .pet files...
In which case...
When I right-click and choose "Open"...
Nothing happens...
The .pet file doesn't install.
So what I do then is:
Right-click on the .pet file and attempt to choose "Open with..."->Petget [if I remember right].
But sometimes the "Open with..." drop-down-box isn't populated...
[An Xfe problem that has a workaround, and the above problem only exists if the workaround hasn't been applied]
So I navigate to a copy of Petget somewhere, and choose it.
[I use the "Find" facility to find copies]
e.g. There's a Symlink to Petget in /usr/sbin.
Here are all those copies found here in Lupu-526:

That is to allow you to have a choice of different programs.
Take a html file. If you just left click on it then it will get open
with the program that it is related to. Most likely defaultbroswer.
You can edit which browser to be the default. But html maybe need
to be edited. You have found a typo or old failing link and then you
want to open it in a text or html editor so instead of using the defaulttexteditor this right click allow you to look for whicj program
that you are familiar with.
Another good usage is when some Dev has set everything to double click and if you like me are too slow to do the click in rapid succession
then doing right click and open works great
