How to add a quick access bar to Puppy?

On my Mom's PC when she is in Ubuntu 11.04, I created a custom Gnome panel along the top that has four icons. One for her Facebook, One for her online banking, one for her online gmail, and one for the word processor. This way, the gnome panel always appears at the top so no matter where she is, she always has access to the Gnome panel and the four icons.
Is it possible to do something like this in Puppy Linux? The Wbar is fine but you only see it on the desktop.

it is certainly possible, you can configure panels behaviour in OpenBox and JWM, see-

Thanks but is it possible to create a new panel along the top of the screen? maybe I am missing something here? That's what happens when you spend too many years in the Mac environment
BTW, my bottom dock, (the one that has the Menu icon to select things) for some reason seems to be displaying icons instead of tabs like I had when I first started using Puppy Linux. I think I changed something without realizing it.

I am am using Puppy Linux 5.28.
I solved the icon issue I had with the bottom panel as well.
