We don't have a crystal ball.
So you have to specify how you operate/how you installed
The machine specifications.
An exactly what goes on on the screen
Eventually with screen shots.

is this your first boot? are you booting live from cd/dvd, usb or a full hd or frugal install? you should be offered the chance to create a save file when you shut down after your first boot of a puppy otherwise all settings are lost.
if you make a mistake with that first save file you may boot into ram mode and create another so do not panic, it may seem confusing at first but you will not break anything. try following the on screen instructions the best you can and report back if you don't get any further.

Why did you use netbootin?
Normally one boots from the live CD and takes the bootflash installer (menu) to USB to make a USB flash install.

I have no problems for 5.25 to save the settings.
But I don't use the netbootin.
Developers have developed the install facility like boot flash install.
I really don't see why people want to do things differently.
