Grimoire,
Puppy has for a number of years contained V4L – DVB-t support assuming that you have a suitable PCI or USB tuner.
Applications that may be used for viewing include VLC, Xine & Smplayer. All require a suitable channels.conf file and all 3 can be seen in action here:
Check out my SWF file
In my opinion:
Xine is the most lightweight CPU wise and has the clearest sub-titles.
Smplayer parses the channels.conf file and gives nice radio & TV menus.
Vlc can handle .m3u files which means that channel icons can be used on the desktop.
(2 such icons are shown as billboards on the skyscraper in my swf)
Tvtime, if packaged as a pet may well have its own merits. Thanks for flagging it up.

Thanks to both of you.
I don't get this text.

I have Hauppauge Win-TV HVR 900 model 65008
how does one know if that one is suitable and
what is the V4L?
I ahve analog tuner not Digital.
Tested TVtime pet and it says there is no signal input
But there is. I have it working in Winxp but with no sound
and I don't want to use winxp either.
I also tested xine but fail to see how it would work there.
Does one need to activate xine in some way.
I also tested VLC and it said it programmed the channels
but nothing got seen.
Maybe I need a driver?

See http://en.wikipedia.org/wiki/Digital_terrestrial_television_in_Sweden
Digital terrestrial television was launched in Sweden in 1999. The shutdown of the analogue equivalent started on September 19, 2005, and was finalized on October 29, 2007.

In XP check you have a tick by tv tuner.
My best advice is that rather than opening a can of worms you stick to trying to get it working in XP.

Oh typical of me to not realize one may have to set such things up too.
I give it a tests tomorrow. Much appreciated you cared to answer.
It is so frustrating to have the program going on two computers
but none had sound.
I got so annoyed that I bought a new TV instead of hoping for a solution
