Power-off runs restart in 511

I have Puppy 511 fully installed as dual boot with Windows XP on a Vaio Pentium III laptop with 512 RAM. I have and need acpi=off in my /boot/grub/menu.lts file.

When I had 501 installed I put "power_off=1" in my /etc/rc.d/rc.sysinit file at line 265 - the modprobe apm line, in order to get a complete powerdown, as suggested by noabody at http://www.murga-linux.com/puppy/viewtopic.php?t=46934.

Now, with 511, Menu>Shutdown>Power-off Computer produces a restart. Menu>Shutdown>Restart also produces a restart.

I have made and unmade the changes to the rc.sysinit file as above but this does not seem to have any effect at all. The modprobe apm (whatever this means) is line 277 in the file in my installation.

Any suggestions as to what I might try now to get a complete power-down from Menu>Shutdown>Power-off would be very welcome.
