Is there a way to assign a works space to a seperat monitor?

Specifically I'm looking for a way to watch full screen streaming video on my Tv hooked-up via S-Video and still allow me to work on my laptop.

Depends on your graphic tip and the driver. I can do with Nvidia GeForce 8800GTX plus the driver Nvidia provides. - not S-video but with 2 LCD monitors.
Some graphic tip and the driver works with 'xrandr'.
