So here is what I did:
Too long? just scroll to the bottom and answer one question at least!
I gave him a disc to boot up with, and saved the 24s file to the upper layer of his ntfs hard-drive.
There's a few games he still wants (mainly a Nintendo 64 emulator like the project 64 he runs with the windows xp home on his hard-drive.)
tried wine out, Project64 installed but wouldn't run the roms (located on his desktop and in a few folders beyond that, on the Win XP NTFS partition (everything worked but the video plugin. The error after loading a rom didn't say anything but that a plugin didn't work, and the settings for all the other plugins worked)
Tried Mupen64 out, everything seemed to be fine, but it just wouldn't run the roms.
Frugal issue?
Maybe moving the roms to the pup my documents folder might work?
Also he's a MMORPG geek, so he wants at least one good one for puppy, and the games here in the pet forum, that he grabbed to try out didn't seem to work with 4.2.1
And a project I had just finished (I soldered a couple xbox controllers to work via usb, but I havent seen any pup-friendly alternative to XBCD, and the exe is made to install drivers into the right places for windows to recognize the device, maybe I could convert the drivers in the program to be recognized via puppy?)
Full-install is out of the question until he gets the programs he wants, and that's about as far as tinkering got me before my ride showed up on sunday.
I remember grub worked pretty well for switching between Ubuntu and Windows when I tried that out a couple years ago, but some errors that occurred led me to not trust a tiny little program to choose between two operating systems, so I opted to use the disc in this case.
The biggest issue though, is that after installing wine and trying a few programs out, is that the puppy space was royally clogged (I did increase the 24s file to compensate, but there was still a few too hundred MiBs of space that would not clear after rebooting.
I think if I can solve the pupspace issue, and get the DebToPet file that continues to elude me on search engine here at puppy forums, I should be able to find a decent N64 emulator for debian, and maybe a Xbox to USB program.
This machine will likely be a retro gaming console in a air-paint shop someday (they recently added a 6-foot air-compressor to their shop, and someone else is going to run a business out of it), so maybe it will be given Puppy Arcade, I was wondering if i could get the xbox controllers to work in it, though.
Other things I am going to jam in here:
Will 4.3.2 recognize a 4.2.1 24s file?
Can I shrink a full NTFS partition by Win XP to fit an ext2/3 one in?
Differences between ext2/ext3, what are they?
DOES ANYONE HAVE A LINK FOR DEBTOPET.PET!?
Puppy space won't clear from the installs and extractions, removed failed programs, rebooted, nothing changed, still a bulk that won't disappear, that I wonder if all the programs included with wine have something to do with it.
Could an xbox controller be modified to work as a usb mouse (joystick to move, A for left-click, B for right-click) until a particular program was launched?
Help with any of the above would be appreciated.

Absolutely, Always defragment in Windoze first, and try not to use more than 75% of the free space..But I use gparted in Puppy to do the resizing, as the Windoze utility takes forever, and has screwed it up before..

Possibly, look at how big your .wine directory is and see if it is there.. Generally, there will be a lot of extra stuff you can delete...

I came across a debtopet program that seemed to work fine without anything else a couple weeks ago, and that second program seems to want to overwrite a file I've never heard of when I go for an install:
