I want to create a version of Puppy with some additional features. I know how to remaster it...but what do I need to do so that the remaster version takes the user through the initial stages of setting up the video?

You don't have to...the standard remaster uses the original /etc so that it runs like the first time....if you are given the option choose to use the pristine /etc.
