Since Puppy has moved to a Slackware-base, I've noticed problems with the install to HD routine. I've had similar problems with Vector and Slackware, and learned that Slackware has issues with certain Samsung CD drives. A work-around that I've used for Vector is to copy all the files from the CD to a shared MSDOS partition, which Vector then detects during the installation process.

I was able to install older, pre-Vector Puppies to my Optiplex, but recent Vector ones won't let me install to HD, since I can't install from the CD. It would be helpful to allow an option during the install that would allow loading files from another partition.

Using this method, I've been able to install Vector without any problems and the CD drive is fully functional once the install is completed.
