I set transparency, shading, borders with urxvtset and layer, skip pages, skip taskbar in openbox rc.xml file - i set the layer to normal instead of below as i lack screen real estate to keep it in the background full time.

A fresh E17 build: an SVN snapshot from today. Built using Puppizard in about half an hour on my modest Eee PC 1001PX
The E17/GTK themes are taken from Bodhi and the icon theme is Tango (it's very small, compared to Oxygen or the GNOME icon theme, yet complete). The wallpaper is what you get if you google "calm wallpaper"

Since I really don‘t understand your question and I really don‘t know why you think that your question is so much pertinent (more pertinent for example as the question that harii4 asked before) let me firstly say that I‘m very sorry about that. The rest of my answer to you looks as follows:
As you can see here and here and here and here and there of course, and here and there too, this puplet is working. Please take a closer look to the date and time stamps at the lower right corner of the images.
Well, it has still some bugs and faults, but...
...it‘s working.
Sometimes more and sometimes less. Sometimes it drives me nervous and sometimes it makes me angry, but...
...it‘s working.
Just a few seconds ago, I took a look to the display of my notebook - and it was there - and it was working.
And I think if something is being working - it should be existing, too. I hope you agree with me.
