I'm sure the NT loader can boot Puppy on FAT, with a little help from the system Mark put together - (handle MU) made.

Search for author MU and grub - I'm sure you will find how to do it.

If not ask for more help.

you can use boot.ini to boot grub for windows.

I don't know if the Wingrub, that is part of XP-installer, will work on FAT-partitions.
