It works that way for me, the way it shows which are new is by coloring the icon at the left to be a shade of yellow/orange, instead of paper color.
Maybe you need to adjust the color balance of your monitor?

If you are talking about the forum, here's what works for me (it may be that this only works for forum moderators):
Log in. At the top right of the main Puppy Linux Discussion Forum Index page you will see "View posts since your last visit," "View your posts" and "View unanswered posts."
