I think that what you are talking about is not Puppy. Puppy is what it is including UI.
If you are referring to a "minimal Linux" then I recommend using the instructions on the project Linux from scratch (LSF) http://www.linuxfromscratch.org/
or even Gentoo http://www.gentoo.org/

I'd recommend you look at the rescue.dsk for an older version of slackware. It inlcudes nearly all the utilities included in busybox(at the time). It gives you a good idea of how to go about the project as it inlcudes a fairly normal init setup.
the rescue.dsk is a floppy image which you can mount with the loopback device so you can see what't in there. It's pretty unique among busybox mini-distros as it uses glibc instead of uClibc.

and the minimum libs to run
busybox and tinylogin/autologinroot
scripts are also absolute minimum
it was made from puppy .097
i also made another one from puppy 2.17
