I'd like to see some more game console emulators

I know we have zsnes for the Super Nintendo roms, but there are so many others out there.
I'd try compiling them myself, but I've never done it before, and my current setup isn't ideal for experimentation. Would it be against any rules or protocol to offer a financial incentive? If not, I'd like to offer 15$ to the first person who creates working .pets of an NES emulator and all dependencies and puts it up for public download, and another 15$ to the first person to do the same for a GBA emulator.
I don't know the etiquette on requesting applications, so I apologize if I've broken it in any way. These are the last two applications I'm looking for before I remaster..
