It took me a while to try it, partly because the procedure described was for Puppy 3.01, and I'm running 4.0, where the file structure is slightly different, but mainly because of shellshock from the four previous suggestions that bombed.
I finally booted from LiveCD with the pfix=ram parameter, to test this method without risk of corrupting my 2fs file, and installed the fonts as directed, except to the

/usr/lib/x11/x11/fonts/misc
There is no need to install the Chinesesupport.pet for this to work.(But you will need to install the Chinesesupport.pet if you want to search downloaded freedict databases offline in PBdict in Puppy 4.0)

Once finished download, pupzip will extract the files. Remember to extract them to a folder "WQY" or something you would remember.
Copy all fonts to
/usr/lib/x11/fonts/misc
close and reopen browser, (I am using SeaMonkey 1.1.2, Puppy Linux 3.01) enjoy reading traditional/simplied Chinese.
