If you type xwin#(that's the international symbol for 'space' not the American hijacked symbol for 'number') it will always start jwm, as you've found.
If you type 'startanything' , that's the generalised command to start an Xwindowing system in Linux. So I'd be inclined to try typing just:
startxfce4
Let us know.

I have seen:
xwin startxfce4
xwin xfce4
xwin xfce4-session

If I were me, I'd go Here and follow the directions carefully.

In puppy, you need to use xwin or startx before the window manager command.

Typing xwin or startx alone should start whatever wm was used last.

Thanks both for you ideas,

I tried:

startxfce4 (error command not found)

and xwin startxfce4, xwin xfce4, xwin xfce4-session started jwm every time.

I read the "XFCE 4.2.2 desktop for puppy official release" but it didn't solve my problem.

I will keep trying
