new snap2 release fixes backup to remote server issues

The last 4 releases of snap2 have contained bugfixes and improvements, primarily for backup to a remote host. The current version is 4.13.

snap2 is a new rotating snapshot / mirror backup program that uses rsync and hardlinks to make extremely fast backups that are accessed and browsed exactly like full backups, but which only take the bandwidth and disk space of incremental backups. You can fit several gigs of snapshot backups on a 1 gig USB drive. Also supports backup to a remote server.
