extracting pebble-v0.4-puppy214.tar.gz

when i am extracting pebble-v0.4-puppy214.tar.gz
then this error occur:
tar: pebble-v0.4-puppy214/bin/bootsplash: Cannot create symlink to 'pebble' : operation not permitted.
what is the solution?

I solved this problem. I Created link manually in /bin directory.
