Please help Program a router interface for Puppy

I would like to try and make a interface like a router has to manage puppy linux. I don't now much about programing but I m willing to give it a try if I can find enough time. I am think I will have to learn some HTML and PHP. were should I go to get started

We could have a complete control panel through this interface. This interface could be managed on the local machine or remotely from a web browser. This would be great for a network admin
