It seems that the TkDVD is stuck in the DVD mode on my versoin. I tried to click the Advanced options to change to a CD-RW and set the burn speed to 4. And go this report.

i went to Setup --> Setup Puppy --> Puppy Software Installer and selected the Tk DVD program from the list. The new install works fine.
