I did have one of these working a while back, I can't remember what distro it was on though, I think it was xandros).
The main problem that people have with the speedtouch modems is that it requires both the driver and the correct firmware for the model.
I remember that I used the config script and instructions from here:

You will need to have dev.sfs for your puppy version running.

A bit late...
for the money , but anyway...
I realized that Slax detected my Speedtouch 530 when connected to a USB port thanks to cdc_ether module, so I loaded it on Puppy (Network wizard -> Load module button -> More tab -> Specify button and type cdc_ether) and it worked.
