Can I install programs via .deb files?

This is a strange way to put your question.
You've made a poll of it.
Yes, you can install through .deb files.
You just click them.
However, this is not the preferred way. Possibilities are:
. If there is Quickpet in your Puppy, you use that if it has what you need.
. sfsget in terminal may give you .sfs file (for big programs)
. Except for big programs, like full blown browsers or offices, you use PPM, Puppy package manager. It uses package repositories and looks for missing dependencies.
. You look on the forum if someone has made a package of the program to work properly for your Puppy
. You download a package (.deb, .rpm, .tgz ...) from the maker of the program and install by clicking it
. resolve missing dependencies through PPM preferably
. you download the source for the program, the dev.sfs for your puppy (with sfsget) and start compiling yourself

General answer yes.
But like all Linux software, the deb package has to be compiled for a OS that is similar to the Puppy version being used.
The two OS's will be using similar support files.
PPM uses a lot of deb packages. But it also tries to get any dependency files/programs, it needs to work.
It accesses repositories, that have deb packages, requiring similar support files, as what are in the Puppy version.
If you just download a deb package and click on it to install.
Good chance it will be missing some needed dependency stuff.
That stuff will have to be added.
If lucky, it will have everything needed and just work.
