Per the above referenced website,

"IMPORTANT: While the official Linux builds only require glibc version 2.12 (libc-2.12.so) and stdcxx version 3.4.16 (libstdc++.so.6.0.16) or later, the Linux builds provided here require glibc version 2.18 (libc-2.18.so) and stdcxx version 3.4.23 (libstdc++.so.6.0.23) or later."

Working in ScPup 19.09+3: I'm using a portabilized one (based on scripts by fredx181 for firefox portable) with profile from seamonkey 2.49.4.

It works out of the box on DpupBuster64 8.0 RC1. I downloaded the tar.bz2, extracted the contents and started seamonkey successfully. I am posting from it now. I started it from a terminal window and noticed some error messages.
