Quirky 8.1.4 on Raspi 3: keyboard maps not working

I live in the US and finally set up my raspi 3 (not the new B+) I bought 18 months ago...

Raspbian works fine. I installed Quirky Xerus 8.1.4 for the raspi on a 64 GB micro SD card and it works fine with the US-English keyboard layout in the firstrun menu. I also installed Quirky Xerus 8.1.4 for raspi on a second 64 GB micro SD card. On this one I changed the keyboard layout in the firstrun menu to Dvorak. Unlike speaking English/French/German I can't switch typing modes on the fly.

After reboot the console uses Dvorak but no longer boots X:

Sorry. the text-mode Xorg Wizard is disabled for this build of Puppy.

The file xorg.conf shows under Section ServerLayout:

Option "XKbLayout" "dvorak" #xkeymap0

So: is Quirky 8.1.4 the latest build for the raspi?
Am I doing something wrong or is something missing?

There is a berryboot version of this OS.
It might handle keyboards differently???

I assume that Barry K had to assume a keyboard configuration when he wrote
xorgwizard. He probably didn't have time to consider dvorak.

I tried putting pkeys=dvorak in cmdline.txt of fatdog arm

It booted up ok but the keyboard was qwerty

Those error codes ring a bell.

Most of my keyboards are US layout but I also have a couple of UK keyboards.

A few months ago I plugged a UK keyboard into my RPi3 QX814 system and attempted to switch.

It didn't work. Since I had no essential reason to need a UK keyboard I simply went back to a US layout.

But I seem to remember that "brcmf_cfg80211_reg_notifier: not a ISO3166 code" error message.
