Hi,
I have returned to using puppy slacko (version 6.9.9.9) as a frugal installation and the browser seems to be out of date. I recently tried manually installing firefox 61 but this old slacko wasn't having any of it.
Has slacko6.9.9.9 itself been updated since last year?
is there a site where I can get custom-made .pet or txz packages which I can install myself (without using the ppm)?

No new development on Slacko 6.9.9.9.
I updated Firefox by using PPM.
Make sure to update the PPM database, first.
Do a search for Firefox.
First before installing from PPM.
I would delete anything you have already tried to install.
If you still can not get a working Firefox.
It usually needs some newer version of a dependency file/program.
PPM should take care of that, but if it did not.
Run Firefox in a console and see what is needed.
