This is VLC 2.2.8
Compiled from source in 32bit Xenial Puppy 7.5
This Puppy has all the needed libraries to build VLC 2.2.8 with Qt4 interface.
No extra libraries need to be added.
Build can be configured for Puppy rather than Ubuntu (eg no pulse or jack, enable run-as-root) and the package can be kept quite small.
Treat this package as STRICTLY EXPERIMENTAL and take appropriate precautions, but users who like this media player may wish to give it a test.
It shows no errors when run from terminal here.
I added a few right-click associations.
ADDED - 64bit version
I also have a 32bit version for DpupStretch which is larger because it requires private ffmpeg and Qt libraries plus a wrapper script. Again it is for testing but it is working well for me so far.

You seem to be interested in providing pets for the Puppy community.
I wonder if they would let you post them into the official Puppy repository at ibibilio.org
Each Puppy version has it's own repository of pet packages.
64 bit and 32 bit
Stuff posted in these repos will show up in PPM(puppy package manager)
Seems you could just post a pet made for xenialpup in the xenialpup repo.
Example xenialpup 32 bit pet repo:
