Modular Language Pack Installation

I noticed that when installing language packs on puppy. It requires to run post-install scrip and modify anything or even overwrite scripts in the Puppy to achieve translation
I suggest that the language packs must be modular. Just place translation files and let the gettext command do the job in translation. It also can be contained in SFS modules.
