That behavior you're seeing is weird, period.
Is there any chance you can throw any other browser, say,a firefox-esr version (even temporarily, through a browser.sfs load-on-the-fly that is inserted usb---so you don't have to install the browser) and then see if this 1/3-1/4 screen-size thing keeps up?? Palemoon has exhibited some strange behavior in its last two versions, but the latest version corrected a lot of media playing problems. Still, I've never seen and/or heard anything like what you're seeing but you're definitely seeing it from the pics you posted. To be fair, though, hdmi pass-throughs of panasonic, sony and nec tvs are known to do strange things interacting with OSes---but the pup OS itself would overall be affected too. Furthermore, from your posted pics, its almost like palemoon by itself is seeing a completely different xorg.conf file as opposed to what the pup OS is using. Also, what is showing in Palemoon's settings (Edit-Preferences-Applications) for browser-loaded-only media files?

Well, there's the smoking gun. This is not a Palemoon problem> I suspect you've got palemoon, in its content settings, to open either VLC itself and/or the vlc plugin to play any media streams. In VLC itself, it is detecting your hardware, and sees that it is a TV it is hooked to, and is thus defaulting to what it thinks is the correct size. If this is all true, you fix this by going into VLC itself (open it without playing anything), go into its settings, and get it off the HDMI mode and onto a 1900x1080 or 1600x1200 or 1366x768 (or whatever you native screen size is). It would help if you looked in your /ETC/X11/xorg.conf file and see what exact screen settings are being used. Input that into VLC. Then, logout of your OS and back in, and see if that doesn't help.
Smacking the F11 button is going to do nothing when it comes to VLC if VLC is set a certain way.

So, we are back to the widows size settings.

On a very new install, most windows do not open full size.
However, sizing the window should be as simple as selecting a size option.

Sorry to confuse the problem but Its not only palemoon and vlc lacking size its everything: mpaint, abi word processor in fact all programs. Desktop is full screen, all else not.

If you boot not using the save.I have tahr605 frugal
Will the windows now resize??
If yes.
The save is bad or corrupted.
If no.
If at all possible, reformat the partition you are installing on.
Do a fresh clean install of Tahrpup 6.0.5 and start over fresh.
There is a chance the download of the Tahrpup 6.0.5 iso is bad. Even if it seemed to install OK.

May I suggest that you first boot from a Tahrpup 605 CD, with the puppy pfix=ram boot option to bypass whatever's on the hard disk (except a swap partition if you have one; Puppy always looks for swap and uses it if it finds it), then install Pale Moon to see if the problem occurs? If it doesn't, follow bigpup's advice.
