You need to have latest Java 8 installed :
$sudo apt install openjdk-8-jdk (if you run a Dog-based OS)

Being Java-based, RSSOwl is cross-platform.

If using portable app, click RSSOwl icon, from extracted zip folder.
Otherwise, it should be available in your menu, if installed from .deb.

Personally, i like RSS Feed provided by Firefox that you can configure in bookmark menu to be on the side of your main Firefox window.
