GIMP 2.9.4 is quite reliable for production work, but there are still loose ends to tie, which is why releasing stable v2.10 will take a while.
This PPA is an easy way to install the latest release of Gimp (2.9.4 as of now) : sudo add-apt-repository ppa:otto-kesselgulasch/gimp-edge
It works with Mintpup and Xenialdog (follow Mintpup Thread to read about using PPA).
Then you can use Remastercow to have an SFS and load it on fresh install.
