"/usr/local/bin/frisbee_mode_enable" - what for?

My Slacko 5.6 derivative contains a file called /usr/local/bin/frisbee_mode_enable and I would like to know what it is for and when it is used. File contents are:

My reason for asking is that occasionally my wifi does not connect and I am trying to identify what processes are involved in the connection process.

Any ideas anyone?
