So... I'm confused.

Is this a Puppy or not...?

If it's a Puppy, it should have WoofCE in its ancestry somewhere, possibly with remastering or SFS editing in between, and it should be compatible with PETs and SFSs for Puppy.

If it's NOT a Puppy -- which is the case that sounds most likely to me -- it is a Puppy-like distro in the same vein as DebianDog -- a minimalized version of another distro (Slackware in this case) that runs and acts a lot like Puppy without actually being Puppy.

The terminology you're using for it, makes the case for the first option, but the use of something other than PPM makes me think maybe it's the second option that's true.

Shina Inu is a slackware-based puppy made with Woof-CE. It is a puppy but has gslapt and slapt-get, because I like to use them.

Well, that's... interesting and different.

I've actually not heard of a Pup doing something like that in a very long time.
