I tried both the US and English keyboard settings, and although most of the characters are correct, a number of them are not.
As example, when I press "W" I get "Q", when I press "Z" I get "A", etc.
Any suggestions?

There are two "types" of keyboards: AZERTY and QWERTY.
Those names are simply the keys in the top-left corner of the keyboard (of the part with letters in it, that is), to the right of the "tab".
When you first boot Puppy and get the keyboard-choosing part you have a list:
keymap type
keymap type
...
Most keymaps (like "us") are QWERTY, so I assume you might have a AZERTY keyboard.
You could try deleting /etc/keymap and rebooting, this time selecting AZERTY (it's the first in the list you are given), or maybe just change the contents of /etc/keymap to AZERTY (I think you might have to make it lower-case: azerty) and reboot.
