Technically, the EXE installer for Windows counts as frugal install to hard disk, since that's the type of install performed.

I do a frugal install for daily use because a full install doesn't save locale settings and a bunch of configurations, I find it hard to customize a full install. Quirky 6 is meant to solve this issue, but I'd still have to go frugal for multiple puppy installs.
