Thank you for confirming my situation...I had wondered if the layered filesystem was the culprit.

Yes, indeed, I am running 4.3.1 from (you guessed it) a flash drive.

Do you feel that my workaround (modifying /etc/init.d/cups) is the best solution for this problem?

Definitely. The other solution would be to remaster pup-431.sfs and change the ownership of /var/spool/cups to root:nobody.

BTW, kent41 in this thread had the same problem (and solution) as you. And I suspect that he was also using a flash drive.
