extract_chmLib and libchm is part of chmlib, available here http://www.jedrea.com/chmlib/. It also comes with other executables - most interesting is, namely, chm_http.
Actually, right after I see the source of pzchmviewer (which is a good idea, btw) - I wonder - why don't we use chm_http instead? It starts a temporary http server which provides access to the "files" inside the chm file. Thus, no need for extraction to tmpdir.
