Puppy can.
If you burn the iso image to the disk as a multi-session burn. Do not close the disc.
You can save to the disc at shutdown.
The save will have settings and anything you add.

The size of the save will be limited to the free space that is still on the disc.

Note:
The settings saved are for the computer the save was made on. So they may not work on other computers.
