i need puppy linux on 30 usd devices with hdmi port

Some simple facts:
- There are 2 builds of puppy or derived from puppy that may run on your arm hardware.
- It's not as simple as get an image and boot it.. each arm device has it's own different (to varying degrees) bootloader, mostly based on Uboot and specific kernel requirements. So you have to be willing to get your hands dirty, or convince someone capable of getting their hands dirty, so that you can adapt an image to the target hardware.
