This is what Proc/asound/usb/usb mixer says:

USB Mixer: usb_id=0x041e3f0a, ctrlif=0, ctlerr=0
Card: E-MU Systems, Inc. E-MU Tracker Pre | USB at usb-0000:00:1d.7-6, high speed
Unit: 4
Control: name="PCM Playback Volume", index=0
Info: id=4, control=2, cmask=0x3, channels=2, type="S16"
Volume: min=-25600, max=0, dBmin=-10000, dBmax=0
Unit: 4
Control: name="PCM Playback Switch", index=0
Info: id=4, control=1, cmask=0x0, channels=1, type="INV_BOOLEAN"
Volume: min=0, max=1, dBmin=0, dBmax=0
Unit: 12
Control: name="Clock rate Selector", index=0
Info: id=12, control=3, cmask=0x0, channels=1, type="U8"
Volume: min=0, max=5, dBmin=0, dBmax=0

Should there be a pcm slider for capure?(not clock capture)
I can't be sure, but it sounds like voip is "capturing" the sound of the clock.

Just updating this:
Whilst the volume control does nothing on the tray, if an application has a volume control on it, VLC, MPLAYER and others, the volume does work.
And works very well with good resolution!
So mostly solved (unless an app doesn't have a volume control).

Is it possible ALSA can't control the sound level of your device. That is the case with Presonus Audiobox USB.

So like you say sound volume has to be controlled by software (if possible) or on the box?

Not ideal, but in the case on Presonus they don't officially support linux (even though they are planning products with linux embedded).

Another option is to install pulse audio, but that will potentially bugger up the Jack sound server whihc you may be using.
