Not really much detailed information. Can Puppy be made to do something similar?

In short yes. It's just another version of a MITM attack using a fake wifi spot to overtake or reroute wifi networks to your own , you can use these to obtain passwords, bank accounts, personal information on peoples computers and other valuable information (or so to speak) if you know what you are doing. There is a publicly available puppy that has the ability to do such a thing I believe as well as I have an internal puppy I haven't released that has the ability to do so. (I'm on vacation by the way so I'll be around for a week or so).
