Booting ie WinPE iso is not a problem:

http://diddy.boot-land.net/grub4dos/files/pxe.htm

but Fatdog64 complains about missing fd64-521.sfs , due to pmedia=cd

Anybody has a better idea what needs to be specified?

It is way easier to the https://docs.google.com/document/d/1bkMJ-2wjAAC8HVZZTZBFxBELbojoGctLMg27KazqvRw/edit?hl=en&pli=1# normal Puppy PXE boot

label fatdog
kernel vmlinuz
append initrd=initrd.gz

but this way it comes via slow tftp (and not http), which in case of FD size makes no much of a difference really
