another possible solution.....
i think it is happening when dropbox updates itself... and it creates a new hidden folder in root/.dropbox-dist-new
try linking the dropbox binary in there to /root/startup

Could not find .dropbox-dist-new. However, I again uninstalled all Dropbox files, including nautilus-dropbox files which I may have missed the first time, and Python. Downloaded portable Dropbox 1.1.43 again; clicked the executable (gear?) Dropbox file in my Downloads folder; noticed that a /root/.dropbox folder was created; moved the executable file from Downloads folder into the /root/.dropbox folder; created a script in Startup folder; and Dropbox finally autostarts at login without going through the acct setup process each time.

Thanks again for your tips. Deleting the hidden folders doesn't help, it just makes Dropbox forget that there already exists a Dropbox folder and some settings and ask for it in the setup procedure.
Meanwhile I switched over to the lupu edition of xfce 4.6.2 (which I like a lot BTW), and the thunar plugin describe above seems to work. Under this desktop Dropbox autostarts without any tweaks, but still launching the setup and asking for my account data.
Will try the portable version later.

666philb, a belated reply, I found some info that may allow you to make a menu entry Copy Dropbox Public Link, it is for Thunar but it may be of some use, at the moment I'm playing with Saluki so don't have Rox to work with, my other plugin didn't work so I tried this and it does the job.

portable version works ok, i. e. it just launches dropbox without any set up dialogs. It doesn't autostart but that's not a big problem for me - I suppose puppy boots faster without this way.
Maybe the problems with the dropbox .pet are due to the fact that I run puppy from my flash drive.

@jodother: I'd wager it's not the flash drive installation that does it, but a specific version.
Up until my Dropbox auto-updated to version 1.2.50 or 1.2.51, I could get it to launch automatically on startup- provided the launch script waited a few first seconds, via the "sleep" command- and it never asked me for my login and setup preferences, like it does now.
It may be that the latest version just has issues running on Puppy. (Not too surprising, if accurate- Puppy is a bit of an odd duck, and they really only support the Nautilus file manager anyway.) Since Dropbox forces updates, with no true opt-out choice in the preferences, it seems likely his could be a common fault.
I'm going to download a few slightly older releases, try to find a way to keep them from auto-updating, and see if the issue goes away. I'll update here if it works, and maybe throw up a bug complaint on the Dropbox website, once I figure out where bug reports are meant to go over there.

Same issues still present- user's login credentials not saved, etc.- but I have packaged up the latest stable (1.6.16) release for 32-bit and 64-bit Puppies if anyone wants it. Latest beta release (1.7.2) is also available.
No additional Python dependencies on these packages, either.

In these dot-pets, Dropbox itself is installed to "/opt/dropbox" but symlink'd to "/root/.dropbox-dist", and it is not setup to start on boot. (A tiny script to do that is also available from the link above.)
Menu entry under "Network".

hi geoffrey, i kinda had given up on dropbox with the problems we were having, how ever the portable one is working well so far. and i used the python script you sent me, and it works well in rox... copying the public link to the clipboard
this code works fine in a script
